Each light has 10" of cable with 1" of the jacket removed at the end and the individual wires are stripped and tinned.

is this a plug and play wireing?

No, you need intermediate auto wiring skills. You need to use/add a relay to a switch to provide high amp voltage to the lights. Is not difficult but its far from "plug and play".
