How hot does the surface of these pads get when power is applied?

The surface of the pads wont be too hot and it is just warm because of the insulated aluminum foil layer

Can these be used with the RV battery rather than electricity

Yes, these use the 12 volt DC power supplied by the RV battery and converter/charger.

What is the coldest temperature these will work efficiently in?
