In most cases, this is because those pegboard hooks are not custom made for board with 1/4" holes. Those hooks are often just under 1/8" thick. Theyre often also flimsy and bend under the weight of heavy tools and equipment.
Plastic peg locks are a cheap fix and no substitute for quality.
